Character History
Malal Flashback
Five years ago, Fran Madaraki is in Varrigan City where the current Warmaster, Emma Strauss, conducts research. Fran was contacted by Xiaomei Baocun from the Seventh Officio and requested to help Malal, a Culexus from the Ninth, in finding and rescuing a kidnapped rookie. She initially asks for living tissue samples in exchange, but is bargained down to only taking blood samples in exchange for the captive's location.
Fran meets Malal in a chinese restaurant in Varrigan City's Asian Town, accompanied by her hired guard Odette Brighton, the Seventeenth Officio's Warmaster in training, and her pet Xerxes. Excited to finally meet the Culexus, the Professor gets up on weak legs and greets her with a hug.
After that, Fran picks up her suitcase and unpacks a large syringe to extract blood and plasma samples she agreed on with Xiaomei. Malal states that she doesn't know anything about that trade and wants to talk to her contact first. After the call, the Culexus allows her to take four ampoules of blood, not flinching like a good girl and earns a lollipop.
Fran explains that Malal's blood is precious enough to fund her research for a very long time and goes on to telling her that Ekaterina Valnikov is held at Casino Town while passing her an envelope with a coin. She elaborates on the Blood God's arena, an underground magical girl fighting circuit where the Culexus' target is scheduled to fight soon.
When Malal presses her for more information, sensing that she hides something, Fran apologizes for her Officio and reveals that Ekaterina is the personal captive of her Warmaster. She explains that her Officio usually strives to make the world a better place and only experiments among themselves and those who are willing.
With a painful voice, Fran tells Malal how the Thirteenth Warmaster violates the Officio's principles by conducting experiments on unwilling subjects and took Ekaterina for her plan to create a symbiosis of magical girl and witch through cruel procedures involving drugs and torture before drafting witch flesh onto her body and soul gem. In addition to the irrevocable changes to her body, the Warmaster made sure to have control over the girl to make her attack anyone who might come to her rescue.
The blonde Venenum reveals the Warmaster's name, Herr Doktor Emma Strauss, and hands Malal a silver case containing hypogun filled with a strong medication. Several doses to either keep Ekaterina sedated for a long time or even kill her if necessary. She tells Malal to take care, but the Culexus asks her to accompany her on the rescue mission.
Fran refuses to comply and explains that she will return to the Officio's flagship to lead the ousting of Emma Strauss. To further aid the Culexus, she hands over her won ID card and tells Malal to look for her assistant Souji in the arena's lowest level. Worried about the consequences of going against her Warmaster, she assures their debt will be remembered, hugs Malal again and departs with Odette and Xerxes.
On the way to the Officio's flagship Rafflesia, Fran decides to send Odette back into town to assist Malal in whatever way she can. Some time later Xiaomei contacts her about Malal's extraction point being compromised and Fran offers to take her back to japan on the Rafflesia. The chinese connects her to the Culexus and the Professor assures that they are capable of protecting her during her escape using the flagship's cannons.
She emphasizes that they load nothing too damaging and prefer to dissuade pursuers since they are a peaceful Officio that fights with science. When Malal mentions the experiments on Ekaterina, Fran seems hurt but claims to try to fix her mistakes and mentions that the Blessed Lady teaches that actions taken to make amends are what defines people. The Venenum promises to treat Ekaterina with the utmost respect and to do everything in her power to help restore her as much as possible.
Once Malal arrives with Odette, Souji and Ekaterina, Fran orders the crew to depart immediately and to take the unconscious victim of the former Warmaster to an operation theater. Souji requests to assist during the procedure, and after Malal assures her that he was indeed useful during the girl's rescue, she consents and tells him to get sanitized by the Medicae.
Fran asks if Malal seduced him since he usually doesn't leave his computer, but the Culexus replies that her suit is hardly useful for that kind of thing and states that Souji really cares for Ekaterina. In light f his achievements, Fran considers promoting the young man soon.
Then she tells Malal that the ousting was successful, approved by the Incubator and that they already elected a new Warmaster. Namely herself, who also changed the title to Chief Director to indicate the peaceful approach she wants the Officio to take. As thanks for her assistance, she wants Malal to have the pleasure of telling Strauss about it.
The Chief Director hands the Culexus her ringing cellphone, mentioning how the ex-Warmaster most likely wants them to prepare for taking Malal out. Strauss, expecting her subordinate, tells her to ready the guns to kill the Culexus even if they have to destroy the docks in the process. Malal tell her she is fired and Fran explains the reasons for her ousting.
Her former superior claims that the Officio belongs to her as she came up with their entire research and screams about Malal killing “Butterfingers”, but the Officio's new leader simply states that by doing so she treated him more humanely than Strauss ever did. When Strauss begs for mercy in light of everything she did for the Officio, Fran mentions that letting her live, something the Doktor didn't do for her victims, is her way of showing mercy.
After ending the call, she leads Malal to the operation theater where Ekaterina is waiting for her treatment to remove Strauss' berserker implants. On the way Fran mentions introducing the Culexus to a girl named Misaka later, who really likes the Animus Speculum design.

NECO Profile
*ROOKIE* NAME: Madaraki Fran "You don’t LOOK injured...So are you here about an elective procedure?” OFFICIO: Thirteenth, at an undisclosed location on the high seas RANK: Venenum, Director of Experimentation BIO: A masterful surgeon under the brilliant Emma Strauss and one of the driving and defining forces in the Thirteenth. She’s kind of an oddity among magical girls in that the entire Venenum thing is more of a side-job for her, when compared to her medical and cosmetic surgical practices. Supposedly, she’s the student of an amazing scientist, and there are certain rumors that she’s an artificial magical girl he pulled together from the finest spare parts… ABILITY: SCIENCE. Possibly extra arms. WEAPONRY: Strongly prefers not to, but is unsettlingly handy with a scalpel. She’s probably more likely to try and ‘cure’ you than try and hurt you, though… STRENGTH D SPEED S MELEE B+ RANGED C MAGIC S TACTICS SS CHARM A?* Pretty much all of this is noncombat data…Maybe I should have just used a civilian scale. TRIVIA -A lot of Venenum are healers, but most of them aren’t doctors, I guess? Madaraki prides herself in her understanding of the anatomy and believes strongly in the Hippocratic Oath. It’s a little hard to believe, hearing some of the things she does, though… -The Director is a pet person! Or maybe an experiment person…? At very least, she keeps a massive trilobite named Xerxes around, and it’s probably not the only pet she has. I'm not even sure it's the most exotic pet she has... -It seems like her body is pretty adaptable, in a take-stuff-off-and-sew-other-stuff-on way that makes me kinda queasy to think about. I wonder if that’s what she wished for? *I don’t know, she’s really nice but sooo creeepyyyyy
